Suggestion: allow more previleges to moderators

Description: you listed in feature section "Administrators can now be assigned a category to administer..... They can edit the category title and description only." please give them ability to change the published status, and create subcategories

This is allowed. An administrator, when logged in, can go to the category list (the category list appears different from a moderator and a user) and click on the Yes link to toggle the published state. A Enter New Category link appears to add cats.

I want to know that can a user whose status in joomla is author can be set as moderator for beeheard and have all those privileges?

Yes, a joomla user that is of user level author, can perform all moderation capabilities on the frontend as would a user level of type Super Admin. I have not created specific restrictions for user levels in the component.
